Group Exercise - Candidate Instructions Behaviours This exercise is designed to assess the following behaviours: • Working effectively together • Planning and organisation • Personal Resilience Introduction In this exercise, you are to assume the role of a Graduate Planner who has recently taken up a role at Elmsford Council working in the planning team. As part of this role, you will be directly involved in the heart of the planning process, reviewing and making decisions on planning applications for the local area. You'll be working closely with developers, residents, and other stakeholders to ensure proposed developments meet the needs of the community while adhering to planning regulations. For the purpose of the exercise, you and your colleagues work in the same council planning department. You have been brought together by the Head of Planning to decide how a large-scale development site should be used. Several developers have submitted competing proposals of how the site should be used, highlighting different benefits and priorities. At today's meeting, you will consider the arguments for and against selecting which proposal to go ahead with together with the rationale for your choice. You will need to reach an agreed decision on the recommendations you believe should be put forward to senior management for approval. Task The task is divided into two parts: Part 1: Individual Preparation • You will work individually for 15 minutes. During this time, you should review the brief and familiarise yourself with the group objectives. • There should be no discussion during this part of the exercise. Part 2: Team Meeting • You will then have up to 30 minutes of group discussion time. • You will be required to give a verbal recommendation of the group’s decision at the end of the 30 minutes. Additional Points • Please ensure you target your discussions around the points mentioned in the brief and reach your decisions within the agreed time – this should not be an easy decision and so you must do this through discussion, negotiation, and compromise and not by voting on the options. • Each of you should be prepared to contribute to discussions on all the options provided. This is a collaborative exercise, and we want to hear everyone's contributions. If you tend to be softly spoken, please make a conscious effort to speak up so your ideas are heard. • You should manage your time throughout the exercise. • Use of PowerPoint or external research is prohibited during the exercise. • Please ensure you understand what you are being asked to do. If you have any questions, please ask now as you will not be permitted to ask any questions once the exercise has begun.

I am conscious that you have your individual roles, but we are keen to bring our cohort of graduates together on this project as tackling major development challenges such as this benefits from diverse thinking and new approaches. A 200,000 square metre parcel of land known as "Westfield Meadows" has recently been re-zoned from Greenbelt to a mixed-use designation following a recent update to our Local Plan. Several developers have submitted competing proposals, tackling different priorities as part of their plan. Limited Council funds are available for major infrastructure improvements. We have £500,000 available immediately for initial improvements related to Westfield Meadows to support the development, the remainder of the infrastructure costs will fall on the developer to secure their own funds and loans from financial institutions or from pre-sales and selling units “off-plan”. The development offers a significant opportunity to deliver strategic objectives in a holistic and sustainable manner. Your chosen recommendation should align with the following council objectives: • Provide housing for all • Demonstrate economic opportunity • Promote a green and nature-positive ethos • Demonstrate sustainability and connectedness • Create a vibrant and inclusive community You should work together as a group to reach an agreement on which proposal to recommend for further exploration. As part of your discussions, you should: • Fully discuss the strengths and weaknesses of each proposal. • Outline the risks, challenges, and impact of each proposal (both short-term and long-term). • Consider alignment with the local plan. • Consider how your chosen proposal will impact relevant stakeholders and how you will engage them in your recommendation? • Outline suitable timelines and next steps for your recommendations. • Outline any outstanding questions or areas where additional information may be required. • Any other considerations you wish to put forward.
