By virtue of these principles and that of the self-determination of peoples, the Kingdom offers to the overseas territories which have expressed the will to adhere to them new institutions founded on the common ideal of liberty, order, and unity, conceived for the purpose of their stable and prosperous development. ________ ARTICLE 1. Sovereignty I. The official languages of the Kingdom shall be French and English. II. The official name of the nation shall be: The Kingdom of France. A. The Kingdom of France may also be referred to as “the Kingdom,” “France,” and “the State.” III. The national flag shall be the blue, white and red tricolour flag. IV. The French Coat of arms shall always be found on the seal on the constitution. V. The National Anthem of the Kingdom shall be “La Marseillaise.” VI. The Motto of the Kingdom shall be "Liberté, égalité, fraternité" . VII. The principle of the Kingdom shall be: government in service of the people, by the King, through constitutional rule. VIII. The official United Nations the Kingdom of France shall take part in is “OUN” or OurStandingFather’s United Nations. IX. National sovereignty shall be vested in the people, who shall exercise it through their representatives and by means of referendum. X. No section of the people nor any individual may arrogate to itself, or to himself, the exercise thereof. XI. Suffrage may be direct or indirect as provided for by the Constitution. It shall always be universal, equal and secret. XII. Political parties and groups shall contribute to the exercise of suffrage. They shall be formed and carry on their activities freely. They shall respect the principles of national sovereignty and democracy. XIII. French Overseas Territories are:
A. French Guiana in South America B. Guadeloupe in the Caribbean C. Martinique in the Caribbean D. Mayotte in the Indian Ocean E. Réunion in the Indian Ocean XIV. French Overseas Collectivities are: A. French Polynesia in the Pacific Ocean B. Saint Pierre et Miquelon in the Atlantic Ocean C. Wallis and Futuna in the Pacific Ocean D. Saint Martin in the Caribbean E. Saint-Barthélemy in the Caribbean F. French Southern and Antarctic Lands in the Indian Ocean XV. French Special Status Territories: A. New Caledonia in the Pacific Ocean ________ ARTICLE 2. Rights of the French People I. The current citizens of France, those occupying the rank “French Citizen” and above are to be considered citizens under this constitution without review. II. Every citizen of the Kingdom has the right to life, the right to freedom from oppressive government, the right to liberty, the right to privacy, the right of freedom of speech and the right to freedom from harassment. III. No citizen of the Kingdom shall be subject to cruel or unusual forms of interrogation. IV. Every citizen of the Kingdom has the right to know reasons for arrest before being
