Prof. Dr. Nguyen Thi Thuy Vinh Education institution: Foreign Trade University ❖ New theoretical and practical contributions The thesis has made theoretical contributions in the following aspects: First, the thesis has synthesized and clarified theoretical issues about regions, economic regions and key economic regions. At the same time, through theoretical basis and previous empirical research, the thesis has clearly shown the impact channel of public investment on private investment. Since then, the research has built a framework for analyzing the impact of public investment on private investment. Second, the thesis has provided a comprehensive perspective to evaluate the impact of public investment on private investment in key economic regions both in the short run and long run through the Pool Mean Group method. Most studies in Vietnam, when researching from the perspective of provinces/cities, use panel data series with traditional methods such as POLS, FEM, REM, GMM. However, the limitation of these methods is that they cannot separate the short-term and long-term impacts of the data series. Therefore, it will not be very effective to analyze the impact of public investment on private investment when the impact channel can create different results in the short and long term. Besides, the thesis uses the non-causal analysis method proposed by Juodis et al. (2021) to analyze the impact of public investment in infrastructure on private investment. In key economic regions in Vietnam, more than 95% of public investment capital is devoted to building and improving infrastructure. This is determined to be the driving force to attract private investment in key economic regions. The thesis has made practical contributions in the following aspects: First, through quantitative analysis, the thesis has shown the impact of public investment on private investment including the business sector’s investment and household sector’s investment in regions. The thesis shows that the impact of public investment on private investment and the components of private investment are different in the long and short term. In particular, the thesis also points out that in each key economic region, public investment will have an impact on private investment and the components of private investment are different. In addition, the thesis also points out the important role of infrastructure investment in private investment in key economic regions. Second, from analyzing quantitative results, the thesis proposes a policy of using public investment to promote private investment from an overall perspective of key economic regions.
