Nội dung text REVISION 8 (Issue 8).pdf

Poverty ● a large amount of impoverished individuals living in cage houses and subdivided units ● lack of resources to cover basic needs (food, education, shelter, safe drinking water, healthcare, and other necessities) ● the statutory minimum wage annually should be adjusted to ensure that wage levels keep pace with inflation ● the pandemic has caused an economic downturn of most economies resulting in the loss of jobs and diminished family income ● households operate on tight budgets with little or no discretionary spending Subdivided Flats ● residents in Hong Kong experienced extreme weather more acutely ● using umbrella indoors during inclement weather ● tenants reside in flats that are damaged by typhoons or rainstorms, but landlords are reluctant to pay for repairs ● poor ventilation in subdivided flats traps heat indoors ● Providing more transitional housing is a temporary solution → offers subdivided flat residents with better living conditions in the short term ● As the supply of these flats increases, there would be increased competition in the property market, which would pressure landlords of subdivided flats to reduce rent or improve living conditions to attract renters Street Sleepers ● the closure of public sporting facilities and public bathhouses during the pandemic means the loss of a place for street sleepers to take showers ● ban on dine-in services after 6 pm → many homeless people who used to stay overnight in 24-hour fast food restaurants have lost their shelter ● the wait time for public rental housing in Hong Kong can be extremely long due to limited availability ● Skyrocketing property prices and rental rates make it challenging for low-income families to secure affordable housing
Food Banks ● serves the homeless, street cleaners, the elderly in need of food support, ethnic minorities and refugees ● provide access to nutritious food for individuals and families who may not have the resources or knowledge to prepare meals on their own ● offer sit-in dining and outreach programmes ● collect surplus cooked and uncooked food from donors including charities, restaurants and markets ● sort, label and repack the rescued food items for redistribution ● the varied quality of the food received may raise food safety concerns → non-edible food eg. mouldy and rotten items or those with bruises are rejected Policy Levers ● Comprehensive Social Security Assistance → designed to target those who have exhausted their own resources and have no other means of support ● provide support for the disadvantaged to build a caring and inclusive society ● help vulnerable families to integrate into society ● Public housing → a more accessible choice for low-income individuals and families who may struggle to afford the high cost of private rentals à subsidized by the Hong Kong Housing Authority ● come with well-maintained communal facilities and amenities, such as playgrounds ● relatively stable and secure tenancy ● transport subsidy → Offering concessionary prices for transportation to students and elderly individuals promotes social inclusion: no income ● helps alleviate the financial burden of transportation costs
Landfill Problem ● scarcity of available land makes it difficult to establish new landfills or expand existing ones ● generates a substantial amount of waste, with a high population density and a consumer-driven society contributing to increased consumption and waste production ● residents produce a significant amount of municipal solid waste due to increased consumption patterns, packaging waste, and a throwaway culture ● many leftovers were produced, leading to food expiration, and outdated food was eventually thrown away as waste ● disposable packaging, fast-food culture, and excessive consumption patterns lead to increased waste generation ● during the outbreak of COVID-19, the plastic waste problem has become more severe. Due to the government's restrictions on the dining time in restaurants, only take out is available for customers after a specific time. As a result, the usage of plastic has increased sharply
