Himachal Pradesh National Law University, Shimla Semester-III Academic Session 2024-25 Paper Code: BL-302 Page 1 FISCAL RESPONSIBILITY & BUDGET MANAGEMENT Course Outline: - This course provides a comprehensive understanding of the Union Budget of India, covering its objectives, structure, components, preparation, presentation, theme and focus areas of the latest Union Budget of India and its impact on the Indian economy. Students will gain insights into the budgetary process, fiscal policy, and the significance of budgetary allocations in various sectors. A comprehensive understanding of fiscal policy, covering its objectives and tools; implementation; impact on the economy and historical evolution of fiscal policy; Fiscal Policy vs. Monetary Policy; Key Theories including Keynesian, Classical, and Supply-Side Economics which will provides an in-depth understanding of the course. Various components of fiscal policy including Government Revenue, Government Expenditure, budget deficits and surpluses and public debt shall also form the significant part of the course. An introduction to Fiscal Responsibility and Budget Management (FRBM) Act, its objectives, key provisions, implementation, and impact on the Indian economy will provides a detailed framework for understanding the course. Course Objectives: - 1. To provide a comprehensive understanding of government priorities, economic strategies, and financial health, which is essential for various stakeholders, including policymakers, businesses, academics, and the general public. 2. To understand the various dimensions and challenges due to the deviations (deficits) in targets achieved as prescribed by the act. 3. To gain a clear understanding of the government's fiscal policy, including taxation, expenditure, and borrowing strategies. 4. To understand how FRBM Act, sets a target for the government to establish financial discipline in the economy. Learning Outcome: - Upon successful completion of this course students will be able to:

Understand, how the government establish financial discipline, improve the administration of public finances, strengthen fiscal prudence, and reduce the country's fiscal deficits. 2. Identify types of deficits; analyze causes of deviations; evaluate economic impact and understand policy challenges. 3. Understand fiscal policy framework; taxation policies; Government expenditure strategies; borrowing and debt management: 4. Understand the legislative framework and institutional arrangements under the FRBM Act. Pedagogy: - Teaching fiscal responsibility and budget management requires a combination of theoretical understanding and practical application. Teaching of the discipline shall begin with introducing key concepts, theories, and principles of fiscal responsibility and budget management. Presentations, charts, and graphs shall be used to illustrate important points and make the content more engaging. Real-life case studies of individuals, organizations, or governments that have successfully managed their budgets or faced challenges due to fiscal irresponsibility will be discussed as analysing these cases helps students understand the practical implications of budget management decisions. Invite guest speakers such as financial planners, economists, or government officials to share their expertise and provide real- world insights into fiscal responsibility and budget management. Himachal Pradesh National Law University, Shimla Semester-III Academic Session 2024-25 Paper Code: BL-302 Page 3 The Course Content is divided into four modules, each module consists of five sub topics. The number of lectures to be delivered for each sub topic and contents covered under the sub topic is specified briefly. The course shall be covered by classroom lecture of 60 hours (48 classes). Each Module must have minimum of 9 classes, however, all four modules must be finished in not less than 48 classes. S. Article 112: Annual Financial Statement. Article 113: Procedure in Parliament with respect to estimates How budgeting helps in planning, allocating resources, and achieving financial goals. How budgets serve as a mechanism for allocating limited resources among competing needs and priorities. Concept of variance analysis, which compares actual financial outcomes with budgeted expectations to identify deviations and areas for improvement.
