INTRODUCTION: The Nehru Report, drafted in 1928, was a proposal for a new Indian constitution by Indian leaders led by Motilal Nehru. It was a response to British demands for India's political future, advocating for self-governance, equal rights, and secularism. However, it was rejected by some groups, including the All India Muslim League, as it did not address their concerns adequately.
2. Background and Historical Context: The Nehru Report was created in response to the British government's challenge to Indian leaders in 1928. The British had asked Indian leaders to come up with a constitution for India that would allow some self-rule while still being under British control. The Indian National Congress, led by Motilal Nehru, took up this task to show that Indians could govern themselves. The report aimed to address the political demands of Indians but was controversial because it didn't fully satisfy all groups, especially Muslims. And Mr. Nehru only highlight the concerns of the Hindu majority. 3. REASONS BEHIND NEHRU REPORT: Following were the main reasons behind the Nehru report. • British Challenge for a Constitution: The British government asked Indian leaders to propose a constitution that could allow for some degree of self-rule within the British Empire. • Demonstrating Self-Governance Capability: Indian leaders wanted to prove that they were capable of governing themselves and that they were serious about their demands for autonomy. • Addressing Growing Political Demands: The Indian population was increasingly demanding a political system that included all communities and provided equal rights. • Unifying the Country: The report aimed to create a single framework that could bring together the diverse communities of India under one system.

However, to protect minority interests, it also recommended reserved seats for Muslims in the legislative bodies. This approach aimed to promote national unity by encouraging cooperation between communities, while still ensuring that minorities had a voice in governance. • Secular State: A key recommendation was the establishment of a secular state, meaning that the government would not favor any particular religion. The report proposed that all citizens, regardless of their religious beliefs, would have equal rights and that religion would not influence the functioning of the state. This was important in a diverse country like India, where multiple religions coexisted, to prevent religious discrimination and maintain harmony. • Judiciary Independence: The Nehru Report called for an independent judiciary, separate from the influence of the government or political parties. This was to ensure that the courts could make fair and impartial decisions, protecting the rights of citizens and upholding the law without bias or interference. An independent judiciary was seen as crucial for maintaining the rule of law and ensuring justice for all. • Universal Adult Suffrage: One of the progressive recommendations was universal adult suffrage, which meant that all adults, regardless of gender, education, property ownership, or social
