(UNITARY FORM OF GOVERNMENT) 1. INTRODUCTION: A unitary form of government is a system where power and authority are concentrated in a central government. In this type of government, subnational units, provinces, have limited powers delegated to them by the central authority. Decisions and policies are made by the central government, providing a simple and streamlined structure.

IV. Accountability: Unitary governments ensure clear lines of accountability. The central authority is responsible for making decisions and implementing policies, making it easier to hold them accountable for their actions. V. National Unity: The unitary form of government can foster national unity. With a centralized authority, policies and laws can be designed to promote national cohesion and integration, reducing regional or local divisions within the country. 6. DEMERITS OF UNITARY FORM OF GOVERNMENT: Here are some demerits of unitary form of government. I. Lack of Local Autonomy: Under a unitary form of government, Power and decision-making authority are concentrated at the national level. This often leads to a lack of local autonomy. II. Inflexibility and Uniformity: Unitary governments tend to adopt uniform policies and regulations that apply to the entire country. While this may promote consistency, it can also limit the ability to address specific regional or local needs and preferences, resulting in inflexibility. III. Limited Representation: In a unitary system, power is primarily vested in the central government, which can lead to limited representation for diverse regions and minority groups. IV. Slow Response to Local Issues: Centralized decision-making can slow down the response to local issues and challenges. Since the central government must address the needs of the entire country, it may overlook the importance of specific regional or local problems.
V. Abuse of Power: In a unitary system, there is a higher risk of central government overreach and abuse of power. 7. SYSTEM OF GOVERNMENT PROVIDED BY CONSTITUTION OF PAKISTAN 1973: The Constitution of Pakistan, adopted in 1973, provides for a federal parliamentary democratic system of government. 8. FINAL REMARKS: In conclusion, a unitary form of government is when power is concentrated in a central authority. This system can provide efficiency, uniformity, and quick decision-making. However, it may limit local autonomy and participation. It's important to consider both advantages and disadvantages when evaluating this type of government. (FEDERAL FORM OF GOVERNEMENT) 1. INTRODUCTION: A Federal form of government is a system where power is divided between a central government and regional or state governments. It allows for a balance of power and protects the rights of different regions. The central government handles national matters, while regional governments handle local affairs. This system promotes cooperation and ensures representation for diverse interests. 2. MEANING OF FEDERAL FORM OF GOVT: A federal form of government is a system where power is divided between a central government and regional governments, with each having their own areas of authority and responsibilities. 3. DEFINITION OF FEDERAL FORM OF GOVT: ❖ According to Hamilton: “Federation means an association of states forming a new one.”
