General introduction to Vietnam’s legal regulations on GHG emission mitigation and carbon market Đà Nẵng, 10.2024 MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT DEPARTMENT OF CLIMATE CHANGE WORKSHOP ON CARBON CAPTURE, TRANSPORTATION AND STORAGE TECHNOLOGIES IN VIETNAM **********
Why GHG emissions reduction - A brief overview The UN Secretary-General has called on the Parties to make more efforts to reduce greenhouse gas emissions to reach the 1.5°C target COP 26 ➢148 countries accounting for nearly 90% of greenhouse gas emissions and over 90% of global GDP have declared to bring net emissions to "zero" by mid-century ➢103 countries (40% of total global methane emissions) have joined the Pledge to reduce global methane emissions by 30% by 2030 compared to 2020 ➢141 countries with more than 90% of the world's forest area have joined the Glasgow Declaration of forest and land use leaders ➢Nearly 50 countries have signed the Global Declaration on Coal Power Transition to Clean Energy If all commitments are met, global temperatures will rise from 1.8 degrees Celsius to 2.4 degrees Celsius by the end of the century (higher than the 2015 Paris Agreement's goal of limiting temperature rise to 1.5 degrees Celsius above pre-industrial levels)
Vietnam's actions ➢Vietnam has stated that it "will develop and implement strong measures to reduce greenhouse gas emissions with its own resources, along with the cooperation and support of the international community, especially developed countries, both in terms of finance and technology transfer, including implementing mechanisms under the Paris Agreement, to achieve net zero emissions by 2050" ➢Participating in the commitment to reduce methane emissions by 30% by 2030 compared to 2020 ➢Join the Global Declaration on Coal-fired Power Transition to Clean Energy ➢Join the Leaders' Glasgow Declaration on Forests and Land Use to Prevent and Reverse Forest Loss and Land Degradation by 2030 ➢Join the Global Adaptation Alliance to mobilize resources for climate change adaptation COP 26 Immedia tely after COP26 Developing and approving the National Strategy on Climate Change for the period to 2050 (Decision No. 896/QD-TTg) Updating NDC (2022) with an increase in GHG emission mitigation targets (9%, 15.8% and 27%, 43.5%) It is necessary to have a system of legal regulations on GHG emission mitigation for state management to achieve the set goals and commitments Why GHG emissions reduction - A brief overview
