5.1 Implementation of the law There are four method to implement the law, which are: obey the regulations, follow the regulations, use the regulations, and apply the regulations. Obeying the regulations (Tuân thủ pháp luật) Don’t do what the law does not allow Example: the law requires owners of vehicles to not cross the stop line when the traffic turns red. You stop at the stop line as requested by law. b. Following the regulations (Thi hành pháp luật) Do what the law requests you to do Example: Tax residents are subject to Vietnamese personal income tax on their worldwide taxable income, wherever it is paid or received. 5.1 Implementation of the law c. Using the regulations (Sử dụng pháp luật) Persons are allowed to exercise their rights or not. Example: Law on Marriage and Family grants individuals the right to marry as they will. So they can either get married or stay single forever. d. Applying the regulations (Áp dụng pháp luật) Exclusively duties of the governmental agencies who are authorised by law, to ensure the law is enforced correctly.
