CARL BALITA REVIEW CENTER SOCIAL WORK BOARD REVIEW NOTES ● Refers to the principles, guidelines, or procedures that serve the purpose of maximizing uniformity in decision making. Policy Context This refers to the set of political, socio – economic, cultural and natural environment factors that shape policy processes. It include among other things, the influence of vested interests in policy processes; the professionalism and capacities of public administration, including levels of corruption; the availability of monetary resources, for example, through government taxation and borrowing, for public spending; and the beliefs, ideologies and frameworks that make some interventions appropriate and others impossible. These factors vary from one country to another, having been shaped by history, and change over time – as such, they present challenges to international comparative policy analysis and policy transfer. They are important to consider in policy analysis and in policy design: in the former, as factors for explaining policy success and failure; and in the latter, as barriers or enablers that need to be taken into account in the pursuit of particular policy goals and means. Micro Policy Happens when individuals such as social workers translate macro level and mezzo level into actual service to clients. Since social work is a policy-based profession, this means that individual social workers have great latitude of interpreting and implementing a given policy. 2. Mezzo Policy It is administrative policy that organizations generate to direct and regularize their operations. 3. Macro Policy Involves the broad laws, regulations, or guidelines that provide the framework/mandate for the provision of services and benefits. Actors of Policy: ● Citizens through their organizations and social movements ● Legislator/selected officials ● Civil society organizations ● Business sector What is Public Policy? ● The set of policies (laws, plans, actions, behaviors) of a government. ● Plans and methods of action that govern the society. ● System of laws, courses of action, and priorities directing a government action What is Social Policy? ● Policies which governments use for welfare and social protection. ● It covers all provisions and measures aimed at removing or alleviating situations or distress and social problems at either the individual or collective level, as well as improving the welfare of the most vulnerable groups in the society.
