It has been produced solely for the purpose of this exercise. All references to existing countries, international organisations, private companies, departments and their representatives, etc. have been invented purely as examples. Any views expressed should not be taken to represent the opinions of those bodies or persons. When dealing with this assignment, participants should therefore rely solely on the information presented in the exercise and not on any prior expertise in the field. For this exercise, you will take on the role of Skip, an Administrator in the Shipping Policy Unit of the European Commission's Transport Department. All the necessary information is provided. It comprises a number of emails, reports and other documents that you will have to analyse in order to be able to deal properly with the assignment given to you. This is your first day at your new job. It is important that you accept the scenario as it is presented. Although in real life you would have access to other sources of information and would be able to consult your colleagues, in this exercise you are limited to the information provided. You are, however, allowed to make logical assumptions where information is missing or incomplete. This written test is designed to assess the following competency: Written Communication Skills. Field-related / policy knowledge may be an advantage. Your assignment will be to present solutions to several problems based on the information given by various parties (and available for you to read in the following pages). On the day of the test, you will be given a specific task and then 45 minutes to take the test. Make sure you explain the reasoning behind your ideas and include all the information on which you wish to be evaluated. You have 45 minutes to write your response to the assignment. Remember: it is strictly prohibited to refer to any notes you have prepared in advance or to take notes during the test. ©eutraining.eu EPSO Transport competition WT simulation | “Shipping” | Documents 4 Background Background information EU shipping With 75% of the EU’s external trade being seaborne, maritime transport is not only the artery of a globalised economy but also a lifeline for the EU’s islands, and peripheral and remote maritime regions. Short sea shipping represents one third of intra-EU exchanges in terms of tonne-kilometres. Each year, more than 400 million passengers embark and disembark at European ports. Overall, maritime industries are an important source of employment and income for the European economy. In 20XX-2, European shipping directly contributed €55 billion to the EU's GDP. Although maritime safety in EU waters is currently very high, with few fatalities and no recent major oil spills, more than 2,000 marine accidents and incidents are still reported every year. Maritime Safety Package 20XX – Port State Control The Commission has presented a proposal for updating the requirements for the Port State Control—control and inspections of vessels calling at EU ports. The checks are intended to verify that crew competence and the condition of the ship and its equipment comply with the requirements of international conventions on safety, working and living conditions on board and the protection of the marine environment. The updated EU rules on port state control should see EU law aligned with the regulations under the International Maritime Organization (IMO) concerning the organisation and carrying out of port state controls. The Commission proposal includes, for example:  an increased level of ambition for inspections, including increased importance of environmental requirements of port state control by adjusting the ship risk profile used to select ships for inspection.  the establishment of a voluntary port state control regime for larger fishing vessels (more than 24 metres long), where significant safety and social rights concerns persist. Member States can choose to apply port state control for fishing vessels measuring over 24 metres calling at EU ports. At the same time, for the most serious accidents involving smaller fishing vessels measuring less than 15 metres, Member States would have to report and screen them for possible lessons to be learned.  wider introduction of electronic ship certificates, which allow inspectors to prepare better prior to inspections, and focus on the ships' compliance with applicable rules,
