Chain of Command The Chain of Command is structured to ensure agents understand the positions of authority and who to speak to in the event they require assistance. Agents in positions of authority run the department as a team, working to inform agents of new changes, maintain discipline, maintain RTO, act as patrol duty supervisors, and have set responsibilities within the department. Miranda rights - “You have the right to remain silent, anything you do or say will be used against you in the court of law. You have the right to an attorney. If you cannot a ord one, one will be provided to you. Do you understand these rights? With these rights in mind, do you wish to speak to me or any other LEO?” ii. Explanation - These rights are to be read to someone who is currently placed under investigation. These Miranda rights in a simple way mean that you do not have to admit to guilt, you do not need to answer the questions agents may give you, and/or you may stay completely quiet. Anything you as a suspect or person of a serious o ense, say or do audibly or visibly, will be presented as evidence in court. You can ask and present a lawyer at any time, and if you do not have the acceptable money for one, you may be provided one at the expense of the PD or Law of Court/State government. If the subject decides to stay quiet for the question “Do you understand these rights read to you?” then you may proceed and take the silence as an act of an expression of their rights. Following up with these rights, you will tell them the charges being pressed and the o enses they have committed and/or suspected of committing.
SECTION 2: Regulations i. Uniform Policies - Each individual department has its own uniform policy. In addition, Blue and Black FBI uniforms separate di erent ranks. For example, Probationary Agents and Agents+ will wear the Blue Uniform, and any rank above Special Agent will be permitted to wear the Black FBI Uniform. Utilizing of Female Torso Policy - 01/25/2025 This policy now ALLOWS the use of the female torso linked [HERE] while on duty and for standard patrols. It is requested that any 'custom' vest equipment to fit the torso properly may be requested in a ticket under these parameters; Must have a blatant FBI marking on the front and rear of a vest; Vest must not display any additional equipment that is not standard issue by the FBI I.e. Smoke grenades, bolt cutters. The use of any other packages other than the female torso is strictly prohibited. Note: Please review the [FBI] 01-001 Dossier guideline for further information. i. Vehicle Restrictions - Pick-up Truck Bed Seats Policy - 01/25/2025 This policy now restricts the use of pick-up truck bed seats, this is for the safety of our personnel and maintaining a professional image while on patrol. There will be exceptions made for this policy; For large-scale operations, under direct authorization of the operational commander the bed seats may be utilized; CIRG division may utilize bed seats when necessary/authorized by a CIRG supervisor for each use. Ride-Along Policy Agency personnel are now required to request authorization to patrol with more than 1 additional agency personnel on a ride-along. (max of 2 agency personnel per patrol vehicle) Exceptions to this are as follows; Direct and documented request to a Supervisory Agent+ who will be able to authorize the patrol; Large-scale operations/CIRG
Note: During foot pursuits or searching for active suspects, law enforcement vehicles are not to be driven o -road. Active vehicle pursuits are the only context in which o -road driving is permitted during ‘hot pursuit’.
