Introduction of the Bill: A bill is introduced by any member of the House of Representatives or the Senate, except for certain types of bills (e.g., money bills) that must originate in the House. The bill is assigned a number and title. 2. First Reading: The bill’s title, number, and author are read on the floor. No debate occurs at this stage. The bill is then referred to the appropriate committee for further study. 3. Committee Review: The committee evaluates the bill through public hearings, consultations, or debates. The committee may propose changes or consolidate it with other bills on the same issue. If the committee approves, it submits a report recommending the bill for plenary action. 4. Second Reading: The bill is presented to the entire chamber (House or Senate). During this stage, members can debate, propose amendments, and vote on each provision. Significant revisions can occur here. 5. Third Reading: After final amendments, the bill is read again. No further debate is allowed, and a final vote is taken. If approved, the bill moves to the other chamber (e.g., from the House to the Senate). 6. Transmittal to the Other House: The approved bill is sent to the other chamber, where it goes through the same process (First Reading, Committee Review, Second Reading, Third Reading). 7. Conference Committee: If the two chambers pass different versions of the bill, a conference committee made up of members from both houses convenes to reconcile differences and agree on a final version. This compromise bill is sent back to both chambers for approval. 8. Presidential Action: Once both chambers approve the final version, the bill is sent to the President. The President can: • Sign the bill into law. • Veto the bill (which Congress can override with a two-thirds vote). • Take no action, in which case the bill automatically becomes law after 30 days.
