He thought it might be beneficial, and expected to feel a certain amount of satisfaction—he does, in a way, for it's no simple feat to have an entire city under your thumb, and what are essentially numerous resources for your own personal use. But ghosts are lawless creatures. When he walks the streets, they move back to make way but they do not bow; some sneer, and others watch, as though sizing him up as their next opponent, eager for a chance to take over the city themselves. It hasn’t been long since he killed the last make-shift leader of the city, and they’re starving for someone to have a go at the next. He ignores it all. It’s the kind of treatment he’s used to—jeers and doubts and suspicion. He’s used to being looked at like he's the fungus that grows at the bottom of the barrel. But the reality is that it’s a chance for change. For him, and these people, and this city. The ghosts lead him to the mansion that the last lord lived in.
