Supporting people's right to make a choice and to act on their choice Influencing public opinion WEEK 11: MONITORING & EVALUATING COMMUNITY HEALTH PROGRAMS IMPLEMENTED 113 WEEK 12 MONITORING & EVALUATING ➔ MONITORING ◆ routine process of data collection and measurement of progress toward program objectives ◆ essential in every planned activities to provide a concurrent feedback on the progress of the activities: ● Identify their problem in the implementation ● Take corrective action on identified problem on activities that is being implemented ◆ process of measuring, recording, collecting, analyzing data, and actual implementation of program and communication ◆ Program manager or facilitator; any deviations from planned operation are detected, diagnosis for causes of deviation is carried out, and suitable corrective actions are taken. ➔ EVALUATION ◆ use of specific study designs and special studies to measure extent to which changes in desired health outcomes are attributable to program’s interventions ◆ to assess whether the desired result of a program has been achieved, if not, how it should be redesigned. ◆ Reasons why evaluation should be done ● to review implementation and services provided by Health facilitator, to identify problem and recommend necessary revision of the program ● to contribute towards better health planning ● to know whether desired health outcomes are being achieved and identified as remedial. ◆ Kinds ● Formative - evaluation of components and activities of the program other than their outcomes ○ Structure & Process Evaluation ● Summative - evaluation of degree to which a program has achieved its desired outcome and degree to which any other outcomes (positive or negative) have been resulted from the program. ◆ Types ● Structure Evaluation- involves looking into manpower and physical resources of agency responsible for community health evaluations. ● Process Evaluation - examining manner by which the assessment, diagnosis & evaluation were undertaken. ● Outcome Evaluation - determining the degree of attainment of goals and objectives ◆ Ongoing evaluation or monitoring is done during implementation to provide feedback on compliance to the plan as well as on need for changes in the plan to improve the process and outcomes of interventions. Standard Of Effective Evaluation ➔ Knowing evaluation finding will build up the community experience and develop the confidence in their own capability to deal with the community concerned. ➔ Evaluation will be better used if evaluators are credible and results are released and disseminated promptly when they are needed by people concerned by the problem to give an action 1. Utility -value of evaluation in terms of usefulness results a. helps group gain insight into strengths and weakness of the plan manner of its implementation b. provide basis for utilizing community health process in dealing with other community concerns in the future c. disseminating results of evaluation will allow the community to identify barriers and in the future, think of strategies to overcome or minimize these barriers d. The evaluation of community health interventions will be great use to the community health group. 2. Feasibility - answer the question of whether the plan for evaluation is doable or not, considering available resources. a. Resources: facilities, time, expertise for conducting the evaluation. b. data gathering for evaluation should bring about minimal disruption of everyday activities. c. anticipation of how results of the evaluation will be received by different groups and how to avoid possible misuse of the data derived from the process 3
