2 General Information Authority i. These service regulations and rules are prepared and adopted by the Executive Council with the approval of the Board of Management of CEPT University in accordance with section 36.1 of the CEPT University Act no 10 of 2010 of the Government of Gujarat. ii. The HR Office shall circulate the service rules and any modifications thereof to all applicable staff members of the University iii. The HR Office shall circulate clarifications of these regulations as needed based on questions and/or requests for clarification received. The HR Office is authorized to prepare procedures for implementation of these regulations which are consistent with these regulations. In case of any discrepancy between the regulations and the clarifications/procedures issued by HR, a joint decision of the Provost and Registrar will be held as final in the said matter. iv. Any deviation, exception to these rules needs to be recommended jointly by the CHRO, Deputy Provost, Provost, and Registrar with approval of the President. v. The President is competent to, for good and sufficient reasons, extend the time limit specified in these rules or condone any delay. Applicability i. These service rules are applicable to all present and future staff members of CEPT University unless stated otherwise in this document. Specific clauses may be applicable to a subset of all staff, as mentioned in the clauses. ii. All appointment letters issued on or after 01 July 2025 shall be consistent with these service regulations. Validity i. These rules will remain valid for 5 years and will cease to be valid after 30 June 2030 unless extended by a resolution of the executive council. Revision/Addition to Service Rules i. These rules may be revised/added to/deleted anytime in the interim on the recommendation of the executive council and the approval of the President. University Workdays and Timings i. The University shall typically remain open to staff members and members of the public for 251 days in an academic year (refer clause 2.1) ii. The University shall publish a University calendar that contains a list of workdays and University holidays and dates for other important events prior to the commencement of each academic year on the University website. iii. The 251 days shall not include Sundays, University declared holidays, and all Saturdays except one Saturday (convocation day). iv. The University will remain open to the public from 09:30 to 13:00 and from 13:30 to 18:00 on all workdays. The University administration shall remain closed to the general public and students on any day other than the work days mentioned above. v. University reserves the right to change any working day to non-working day and vice versa. Any such change will be notified by the Registrar. Definitions Academic Year – An academic year starts on 1st July of the said year and ends on 30th June of the following year Academic staff - A staff member who is primarily appointed for teaching work at the University.
3 Acting appointment – Appointment of a person to a position for as a temporary arrangement until a suitable person can be appointed to the said position. Person appointed in an acting capacity may apply to be considered for regular appointment in the said position. Additional charge – Appointment of a person to a position in addition to other positions they may be holding at the university. Admin & Managerial staff – a staff member who is primarily appointed for administrative, managerial and support functions (i.e. all work other than direct teaching) at the University Adjunct – A prefix applied to the designation applicable to teaching staff members who are contracted to serve for less than full time committed by full-time staff members, and for a duration longer than one year. Conflict of Commitment – Conflict of Commitment occurs when a full-time staff member’s outside work compromises or may compromise their ability to meet their obligations to the University. Conflict of Interest – A Conflict of Interest can occur in any circumstance in which the personal, professional, financial or other interests of an individual staff member (including the immediate family members of the staff member) may potentially or actually diverge from, or may be reasonably perceived as potentially or actually diverging from, his or her professional obligations to CEPT and the interests of CEPT. A Conflict of Interest may exist whenever an independent observer might reasonably question whether the individual's professional actions or decisions, including the ethical and objective conduct of scholarship and research, are determined by considerations of personal gain, financial or otherwise. Date of Joining – The date of joining is the date from which a person is considered a staff member of the University. The date of joining is as per the date mentioned in the joining report. Discrimination Free - A work environment where no individual is discriminated against on any grounds regardless of race, caste, religion, gender, sexual orientation, age, disability, marital status, or any other personal characteristic. Director – Director means the Director of CEPT University unless stated otherwise Fixed-tenure staff member- A staff member engaged for a specific duration not exceeding 3 years Full-time staff member – A staff member engaged to serve the University for standard 221 workdays in an academic year and 40 hours per week (amounting to a total of 1,768 work hours for the full year). Grade - Grade is a secondary unit of organisational structure within the University. Presently, at each level, there are two grades, A, and B. “A” represents the senior position within a level. For example Senior Associate Professor is at Level 3 Grade A, while Associate Professor is at Level 3 Grade B. Honorary appointment – Appointment of a person without any financial compensation Institutional work – Any work assigned to a academic staff member that benefits the Program, Faculty or the University is considered as institutional work. Institutional work is one of the three core areas of work expected from an Academic staff member. This includes being part of University offices, Faculty administration; involvement in specific events like admissions, convocation, exhibitions, Faculty publications, counselling of students. Involvement in work outside the University that helps build the relations between the University and Society may be considered as institutional work.
4 Level - Level is a primary unit of organisational structure of the University, which is associated with the designation and role of an individual staff member in the University. Presently, there are six levels, 1 to 6 in descending order; 1 is the highest level and 6 is the lowest level. Long-term medical leave- Leave approved for the purpose of addressing medical conditions of the staff member requiring long-term absence from the University. Off-campus work / Out-station work – Any work that benefits the Program, Faculty or the University and that requires the staff member to work outside the campus is defined as off-campus work. This may include attending seminars, conferences, workshops, giving lectures, field visits for research and teaching, inspections, admissions, and meetings with regulatory authorities and civil society groups. Professional & Outside work – Any work that involves contractual obligations with or without monetary benefits, with any person or organization other than CEPT University is considered as professional & outside work. Paid leave – All paid leaves are leaves with full pay and are considered as in service. Part-time staff member – A staff member engaged to serve the University for less than 8 hours a day or less than 221 days in an academic year or proportionate to part thereof. Promotion - Promotion refers to the elevation of a staff member to a higher ”level” position/designation within the University. Regular staff member – A staff member expected to remain in the service of the University till exit from service. Research work – Research work is one of the three core areas of work expected from an Academic staff member. Research work includes research that results in an independent output like working papers, published articles in journals and books, books, co-authored books, edited books, prototypes, models, and presentations. Research done as preparation activity for courses and deliverables of outside work cannot be considered research work unless it results in an independent output that is distinct from the original course outline / report. Sabbatical leave – Leave approved for the purpose of furthering a staff member’s professional growth. Staff members – a person who is engaged to deliver service to the university based on a letter of appointment and terms of engagement agreed to by the University and the individual, either for Full- time or for Part time; either as fixed tenure or as a regular staff member. Persons engaged in a professional service capacity (under a contract), such as visiting faculty, teaching associates, independent consultants, and those engaged through external agencies delivering service to the University are not considered staff members of the University for the purpose of these rules. Their engagement with the University and applicable rules will be defined in their contract. This includes the three cadres of Academic staff, Admin & Managerial staff and Support staff. Study leave – Leave approved for the purpose of study resulting in the acquisition of a degree, diploma, certificate or any other recognized qualification. Support staff - A staff member who is primarily appointed to support the core functions of the University by managing housekeeping, record filing, etc. Teaching work– Teaching work is one of the three core areas of work expected from an Academic staff. It includes preparation, delivery and assessment of courses offered during the regular semesters, and summer or winter terms; advising and guiding students conducting research; participating in review and
