1 ALL INDIA VEERASHAIVA MAHASABHA (R.) ELECTION MANUAL - 2024 As per Rule 51(2)(B), the Working committee of Mahasabha is empowered to frame Rules and Regulations with regard to election matters. The working committee in its meeting held on 14-02-2024 has approved the Rules and Regulations for the ensuing election of 2024. Only those who become members by the last date are eligible to become office bearers. It has also decided to hold elections to Taluka, Corporation, Dist, State units and Working Committeee of the Mahasabha. The newly elected body of the mahasabha is authorised to conduct elections or to constitute the different units/ posts of the mahasabha, for which elections are not held during this period. CHAPTER-I 1. VILLAGE PANCHAYATH CONSTITUENT UNIT. 1. As per Rule 38(A), to form a unit at Village Panchayath level, the minimum members (including all categories) required is 50. All Category of members of the Mahasabha residing within the jurisdiction of the Village Panchayath whose names have been included in the published voter list are eligible to participate in the election process to the Village Panchayath Unit either by contesting to the post of the president or to the posts of the executive committee member or by casting their votes. 2. The President and 10 executive committee members are to be elected directly. Thus every member voter has to cast 11 votes i.e, one for the post of the president and 10 for the posts of executive committee members. 3. A member voter can vote for only one candidate for the post of President. If the member voter casts for more than one candidate, then such vote will be invalid. Similarly for the executive committee members 10 votes have to be exercised in favour of 7 general candidates and 3 votes have to be exercised in favour of the seats reserved for ladies. If the member voter casts more than 10 votes, then such vote will be treated as invalid. (Printing of 03 separate ballot papers) 2. TOWN MUNICIPAL UNIT (TMC): 1. As per Rule 38(B), to form a unit at Town Municipal level, the minimum members (including all categories) required is 100. All Category of members of the Mahasabha residing within the jurisdiction of the Town Municipal Unit whose names have been included in the published voter list are eligible to participate in the election process to the Town Municipal Unit either by contesting to the post of the president or posts of the executive committee member or by casting their votes. 2. The President and 14 executive committee members (including 5 seats reserved for ladies) are to be elected directly. Thus every member voter has to cast 15 votes i.e, one for the post of the President and 14 for the posts of the executive committee members.

3 6. CORPORATON COMMITTEE : 1. As per Rule 39, to form a unit at Taluk level, the minimum members (including all categories) required for Karnataka state is 300 and other state is 100. All Category of members of the Mahasabha residing within the jurisdiction of the Taluk Unit whose names have been included in the published voter list are eligible to participate in the election process to the Taluk Unit either by contesting to the post of the president or for the posts of the executive committee member or by casting their votes. Mahaposhaka (Rs.25000/) members are already members of the executive committee of the Taluk units by virtue of their donor membership. They can contest to the post of President only. 2. The President and 20 executive committee members are to be elected directly. Thus every member voter has to cast 21 votes i.e, one for the post of the president and 20 for the posts of the executive committee members. 3. A member voter can vote for only one candidate for the post of the President. If the member voter casts for more than one candidate, then such vote will be treated as invalid. Similarly for the executive committee members 13 votes have to be exercised in favour of general candidates and 7 votes have to be exercised in favour of the seats reserved for ladies. If the member voter casts more than 21 votes, then such vote will be treated as invalid. (Printing of 03 separate ballot papers) 5. TALUK UNIT: 1. As per Rule 40(A), to form a unit at Corporation level, the minimum Ashrayadatha and above categories of members required is 1000. Ashrayadata and above Category of members of the Mahasabha residing within the jurisdiction of the Corporation Committee whose names have been included in the published voter list are eligible to participate in the election process to the Corporation Committee either by contesting to the post of president or executive committee member or by casting their votes. Mahaposhaka (Rs.25000/-) members are already members of the executive committee of the Corporation committee units by virtue of their donor membership. They can contest to the post of President only. 2. The President and 30 executive committee members are to be elected directly. Thus every member voter has to cast 31 votes i.e, one for the post of the president and 30 for the posts of the executive committee members. 3. A member voter can vote for only one candidate for the post of the President. If the member voter casts for more than one candidate, then such vote will be treated as invalid. Similarly for the executive committee members 20 votes have to be exercised in favour of general candidates and 10 votes have to be exercised in favour of the seats reserved for ladies. If the member voter casts more than 31 votes, then such vote will be treated as invalid. (Printing of 03 separate ballot papers)
4 7. DISTRICT UNIT: 8. STATE UNIT: 1. As per Rule 41, to form a unit at Dist level, the minimum Ashrayadatha and above categories of members required for Karnataka state is 1000 and other state is 300. Ashrayadata and above Category of members of the Mahasabha residing within the jurisdiction of the District unit whose names have been included in the published voter list are eligible to participate in the election process to the District unit either by contesting to the post of the president or for the posts of the executive committee member or by casting their votes. Dani (Rs.50,000/-) members are already members of t he executive committee of the Dist committee units by virtue of their donor membership. They can contest to the post of President only. 2. The President and 30 executive committee members are to be elected directly. Thus every member voter has to cast 31 votes i.e, one for the post of the president and 30 for the posts of the executive committee members. 3. A member voter can vote for only one candidate for the post of the President. If the member voter casts for more than one candidate, then such vote will be treated as invalid. Similarly for the executive committee members 20 votes have to be exercised in favour of general candidates and 10 votes have to be exercised in favour of the seats reserved for ladies. If the member voter casts more than 31 votes, then such vote will be treated as invalid. (Printing of 03 separate ballot papers) 1. As per Rule 42, to form a unit at the State level, the minimum Upaposhaka and above categories of members required for Karnataka state is 15000 and other state is 500. Upaposhaka and above Category of members of the Mahasabha residing within the jurisdiction of the State Unit whose names have been included in the published voter list are eligible to participate in the election process to the State unit either by contesting to the post of the president or for the posts of the executive committee member or by casting their votes. Mahadani (Rs.1,00,000/-) Danashiromani (Rs.2,50,000/-) and Dasohi (Rs.5,00,000/-) members are already members of the executive committee of the State units by virtue of their donor membership. They can contest to the post of President only. 2. The President and 40 executive committee members are to be elected directly. Thus every member voter has to cast 41 votes i.e, one for the post of the president and 40 for the posts of the executive committee members. 3. A member voter can vote for only one candidate for the post of the President. If the member voter casts for more than one candidate, then such vote will be treated as invalid. Similarly for the executive committee members 27 votes have to be exercised in favour of general candidates and 13 votes have to be exercised in favour of the seats reserved for ladies. If the member voter casts more than 41 votes, then such vote will be treated as invalid. (Printing of 03 separate ballot papers)
