KEBIJAKAN SISTEM PENJAMINAN MUTU INTERNAL Universitas Muhammadiyah Surakarta - 2020 KM-UMS 2 BAB I. PENDAHULUAN 1.1. Latar Belakang Universitas Muhammadiyah Surakarta (UMS) sebagai salah satu institusi pendidikan tinggi mengemban fungsi tridharma perguruan tinggi yakni pendidikan, penelitian dan pengabdian kepada masyarakat dalam rangka menghasilkan luaran baik lulusan, publikasi, paten, teknologi tepat guna, buku, maupun bentuk luaran lainnya yang memberikan manfaat bagi pemangku kepentingan (stakeholders). Tingkat kemampuan UMS dalam memenuhi harapan berbagai pemangku kepentingan menunjukkan mutu/kualitas dan tingkat daya saing UMS di dunia pendidikan baik pada level nasional, regional maupun internasional. Untuk menghasilkan luaran dan capaian yang berkualitas tentu diperlukan visi yang jelas, perencanaan dan pelaksanaan tridharma yang baik, perencanaan dan pengelolaan sumber daya baik sarpras, sumber daya manusia, maupun keuangan yang efisien, serta sistem perekrutan dan pelayanan terhadap mahasiswa sebagai aktor utama dalam pendidikan. Gambar 1.1 menunjukkan kerangka kerja bagaimana proses pelaksanaan tridharma di perguruan tinggi berjalan berdasarkan sistem akreditasi nasional (SAN) 9 kriteria. KEBIJAKAN SISTEM PENJAMINAN MUTU INTERNAL Universitas Muhammadiyah Surakarta - 2020 KM-UMS 3 Dalam Permenristekdikti No. 62 tahun 2016, mutu pendidikan tinggi didefinisikan sebagai tingkat kesesuaian antara penyelenggaraan pendidikan tinggi dengan standar-standar yang telah ditetapkan oleh perguruan tinggi, dimana standar ini mencakup Standar Nasional Pendidikan Tinggi dan Standar Pendidikan Tinggi yang ditetapkan oleh Perguruan Tinggi. Sistem pengelolaan perguruan tinggi berbasis standar diperlukan untuk memastikan mutu pendidikan tinggi dapat diukur, dievaluasi dan ditingkatkan melalui implementasi Sistem Penjaminan Mutu Internal (SPMI) dan pelaksanaan penjaringan umpan baik dari seluruh stakeholders yang terkait. UMS menjalankan sistem manajemen organisasi pendidikan (SMOP) berbasis ISO 21001:2018 dan sistem penjaminan mutu internal (SPMI) untuk memastikan setiap indikator dan sasaran mutu yang tertuang dalam rencana strategis dan standar UMS terpenuhi secara konsisten, terencana dan berkelanjutan. Indikator dan sasaran mutu diarahkan mendukung imlementasi sistem pendidikan berorientasi capaian (outcome-based education/OBE). Penjaminan mutu di internal UMS bertujuan untuk memenuhi dan/atau melampaui standar UMS dan sasaran mutu di Renstra UMS. Untuk menjamin pengelolaan UMS yang bermutu dengan sistem sistem penjaminan mutu yang sistemik, terencana dan berkelanjutan maka diperlukan berbagai kebijakan mutu dan sistem penjaminan mutu internal. Dokumen Kebijakan SPMI ini disusun untuk memenuhi kebutuhan tersebut. Selain sebagai acuan bagi seluruh pihak-pihak yang berkepentingan baik internal maupun eksternal di UMS, dokumen ini sekaligus merupakan wujud komitmen UMS dalam menyelenggarakan Sistem Penjaminan Mutu Internal (SPMI) sebagai wujud pemenuhan perundangan dan peraturan yang berlaku, serta wujud upaya UMS dalam pencapaian visi, misi, tujuan dan saranannya. Dokumen kenijakan SPMI sekaligus merupakan bukti otentik bahwa UMS telah memiliki dan menerapkan SPMI sebagaimana yang telah diperyaratkan dalam peraturan perundang-undangan. Tidak kalah penting, keberadaan dokumen ini berfungsi sebagai landasan dan arah bagi penetapan standar mutu maupun prosedur mutu yang berlaku di UMS dan sebagai sarana mengkomunikasikan SPMI di UMS kepada seluruh pemangku kepentingan. Pada akhirnya, melalui kelengkapan dokumen yang tersusun dengan baik, budaya mutu diharapkan dapat tumbuh dan berkembang secara baik pula di UMS.
