EUROPEAN UNION TRANSPORT POLICY SUMMARY BRIEFING December 2024
European Union Transport policy - December 2024 For over 30 years, transport has been a key EU policy area. Rising greenhouse gas emissions from the sector now pose a challenge to achieving EU climate targets, increasing the urgency of a 'sustainable mobility' model. This focus builds on progress in opening transport markets and developing the Trans-European Transport Network. Policy evolution & milestones 2 Transport policy Has been central to the EU since the Treaty of Rome; Found its legal basis in with Article 4(2)(g) and Title VI of the Treaty on the Functioning of the European Union; Saw early efforts focused on creating a common transport market, ensuring fair competition, and harmonising laws, regulations, and standards. The transport sector Must cut CO2 emissions by 90% by 2050 to achieve climate neutrality, in line with the European Green Deal; Aims to become more sustainable, digital, and resilient, aligning with broader EU climate and digital goals. Made progress after the European Parliament challenged the Council’s inaction In its 1985 judgement (Case 13/83), the Court of Justice of the European Union (CJEU) compelled the Council to take action, initiating the development of a unified transport policy. Reached a key milestone in 1992 with the Commission's White Paper on the future of the common transport policy, introducing the concept of 'sustainable mobility'; Further developed with the Commission’s 1998 White Paper which addressed disparities in transport infrastructure charging across Member States, highlighting their impact on competition within and between transport modes. The Fit for 55 Package, introduced in July 2021, includes key measures to decarbonise transport and achieve the EU’s 55% emissions reduction target by 2030. Notable initiatives include: RefuelEU Aviation and FuelEU Maritime Regulations: Set targets to increase the supply and adoption of sustainable fuels in aviation and maritime sectors. Alternative Fuels Infrastructure Regulation: Mandates the rollout of recharging and refuelling points across Europe to support alternative fuels and zero-emission vehicles. The EU has prioritised sustainable, digital, and efficient transport through a range of initiatives and legislative actions. Key efforts include: Policy evolution & milestones 3 Decarbonisation of Transport Ambitious goals under the Green Deal include a 90% reduction in transport CO2 emissions by 2050, bolstered by measures like the revised Emissions Trading System (ETS), a. the Alternative Fuels Infrastructure Regulation, and b. rules promoting sustainable aviation and maritime fuels. c. Proposals to phase out internal combustion engine vehicles by 2035 align with these targets while allowing e-fuels. Sustainable Freight and Passenger Transport The Combined Transport Directive promotes shifting freight to lower-emission modes like rail and waterways. The TEN-T revision modernises transport infrastructure, enhancing multimodal networks and extending coverage to neighbouring countries such as Ukraine. Policy evolution & milestones 4 Urban and Intelligent Mobility: The new Urban Mobility Framework prioritises public transport and digital multimodal services. Intelligent Transport Systems (ITS) are being updated to improve safety, traffic efficiency, and user experience through advanced applications and automation. Technological Advancements: Automated driving and connected mobility are key areas of focus, leveraging AI to enhance safety, accessibility, and sustainability while addressing societal impacts like employment and ethics. Ambitious plans European Mobility Week Annual campaign encouraging towns and cities to promote sustainable mobility.
