The AFP Doctrine for Joint Operations (AFPM 3) serves as the “mother doctrine” for all combat and non-combat joint operations conducted by the Armed Forces of the Philippines. This doctrine lays down the foundation and establishes the principles, tenets and procedures governing the joint organization and employment of land, sea and air forces of the AFP. 2. AFPM 3 performs several important functions. It examines the nature of joint doctrine by providing distinctions and clarifications between its conceptual underpinnings, theoretical foundations and application. 3. The Manual also lays down the key ideas, principles and concepts derived from historical experience and military theories regarding the integrated application of the Armed Forces of the Philippines across the range of military operations. 4. Further, AFPM 3 presents an application of the theories and concepts of joint warfare as it describes how to think about directing, planning, and conducting operations within the AFP, with other government agencies and with foreign armed forces. 5. The knowledge and use of this doctrine is absolutely essential for AFP commanders and operations planners to ensure success in all combat and non-combat joint activities. To this end, commanders and staffs must understand, teach and apply this doctrine as they prepare and train their subordinates to master the intricacies of joint operations. 6. Suggestions and/or recommendations for the improvement of this Manual are highly encouraged. Suggestions and/or recommendations should include reasons to insure understanding and complete evaluation, and should be submitted to the Chairman, AFP Doctrines Board. R E S T R I C T E D ii

It tackles the fundamental reality of the primary requisites for successful military operations in the harnessing, integration and synergistic application of the strengths of these forces. Joint Doctrine incorporate judicious use of combat forces in land, naval, and airpower environment. It deals with fundamental issue of how best to employ national military power to achieve strategic ends. Purpose This manual was formulated to provide basic joint operations doctrine to the AFP. It provides the essential concepts in the planning and conduct of joint operations in the military. It represents authoritative guidance for the joint employment of the armed forces. It provides guidance to Combatant Commanders/Unified Commands, Major Service Commanders, and their subordinates for the direction, planning execution and support of campaigns and operations – in war and in military operations other the war (MOOT War). Application This manual shall be used as the basic reference for all those who are responsible for joint operations in the military. It shall be used as a ready reference for all concerned. The guidance in this manual is authoritative; as such, this shall be followed. If conflicts arise between the contents of this manual and other joint operations – related manuals, this handbook will take precedence for over-all activities related to basic AFP joint operations doctrine, unless specifically ordered otherwise.
