Module 01: Student Government Structure | 3 of Regulations for Private Higher Education (MORPHE), under CHED Memorandum Order No. 40, s. 2008, serves as the primary regulatory framework upon which institutional policies are based. Despite the absence of a legal mandate requiring private higher education institutions to establish student governments, FSUU has taken a proactive and principled stance in recognizing the importance of student representation and leadership development. Anchored in its Student Handbook, specifically Rule 23, Chapter III, the University formally established the FSUU Supreme Student Government (SSG). This rule grants the SSG the authority to serve as the sole and highest expression of student power within the institution. It empowers the organization to craft its own Constitution and by- laws and to determine its policies and programs related to student activities. This institutional support reflects FSUU’s deep commitment to upholding the democratic rights of students and enhancing their leadership potential within the academic community. Through the establishment of its Supreme Student Government, FSUU affirms its mission of forming students not only as scholars but as active, engaged citizens capable of contributing meaningfully to society. The university’s support for democratic student structures exemplifies its dedication to cultivating civic responsibility and participatory governance among the youth. By integrating academic, creative, technological, spiritual, and civic dimensions of student life, FSUU provides holistic pathways for student formation that are rooted in its commitment to excellence, ethical leadership, and service. This integrated approach ensures that students are not only equipped with intellectual and technical competencies, but are also nurtured in character, compassion, and community engagement. Through dynamic learning environments, responsive student services, and values-driven programs, the University cultivates well-rounded individuals capable of critical thinking, creative problem-solving, and socially responsible action.
