DECISION (RE: Frances Lim vs. Aya Watanabe) This decision resolves the impeachment case of Aya Watanabe in her capacity as the College President of the College of Liberal Arts filed by Ms. Frances Lim. The case was filed on the grounds of gross negligence of duty as stated in Article XX Section 2.2 of the University Student Government Constitution. As well as that the violation of the Code of Conduct under Article IV Section 1.7. “1.7. There will only be three (3) unexcused absences each for the Regular and Special sessions for the entire school year. Otherwise, the Legislative Assembly shall file an impeachment case against the LA representative to the Judiciary under the violation of gross negligence of duties. Three (3) unexcused tardiness shall be equal to one (1) unexcused absence.” FACTS OF THE CASE Aya Watanabe is the College President of the College of Liberal Arts. As a College President, she is part of the Activities Assembly (AA), the policy-making arm concerning activities, projects, and programs of the USG. Ms. Watanabe incurred five unexcused absences from the AA meetings. The Code of Conduct only allows a College President three unexcused absences from such meetings. She has violated the Code of Conduct and was neglectful of her duties as College President in the AA meetings. THE RULING WHEREFORE, the SETTLEMENT between Ms. Frances Lim through her counsel Rafael Mariano and Ms. Aya Watanabe was APPROVED. As agreed upon, Ms. Watanabe is hereby SANCTIONED with a one week suspension from June 25 to June 29, 2018. Furthermore, she is ordered to publicly apologize in all University Student Media outlets as organized by the Judiciary within this third term of AY1718.
