Briefing Exercise - Candidate Instructions Behaviours This exercise is designed to assess the following behaviours: • Leadership • Motivation for learning and continuous professional development • Commitment to local government and the wider community Introduction In this exercise, you are to assume the role of a Graduate Planner who has recently taken up a role at Oakford Council working in the planning team. As part of this role, you will be directly involved in the heart of the planning process, reviewing and making decisions on planning applications for the local area. You'll be working closely with developers, residents, and other stakeholders to ensure proposed developments meet the needs of the community while adhering to planning regulations. The town of Oakford is a historic town with a growing science and technology sector. It is located within easy reach of the well-known "Golden Triangle" which is centred between London, Oxford, and Cambridge. TheraNovo, a leading UK-based life sciences company specialising in cell and gene therapies, has announced plans to develop its new Research and Development (R&D) Hub in Oakford. The council is somewhat divided on the issue. Some members are strongly supportive due to the economic potential, while others reflect the resident’s anxieties about how this will impact the town and want to see these problems acknowledged and addressed. You have been asked by your manager to explore the potential impact of the development and consider stakeholder concerns. You should demonstrate thoughtful planning and demonstrate best practice to ensure long-term benefits for the community. Your task You have been asked to prepare a briefing for the committee meeting to discuss your recommendations on the project. The committee meeting will be made up of planners, managers, legal, local councillors and members of the public, so your briefing should be accessible and should represent a balanced view but you will be required to provide a clear recommendation on whether the proposal should be approved or refused. Your manager has asked you to present this to them before it goes to the committee. As part of your briefing, you should cover the following: 1. Outline the benefits, challenges and risks of the TheraNovo project for Oakwood. 2. Summarise the concerns raised by the community and the impact the development might have on various aspects of their lives. 3. Explain the steps that need to be taken by the local council to ensure that all views are considered including; how to manage and engage relevant stakeholder groups with competing priorities and interests. You may consider existing policies or use your own ideas. 4. Outline what you think the next steps might be (timelines, building partnerships etc). 5. Explain your clear recommendation on whether the proposal should be approved or rejected, and outline any specific conditions you believe TheraNovo should meet to have a beneficial impact on the community. Fully justify your reasons. 6. A summary of key outstanding questions or any areas where additional information may be required and why. 7. Any other considerations you feel may be relevant.
Timing This exercise will last 45 minutes. You will need to manage your own time throughout this exercise but the exercise timings are broken down as follows: 1. You have 30 minutes to read through the information, within which prepare a 5-minute verbal briefing. 2. You will then have 5 minutes to talk through your recommendations to your manager and deliver your brief. 3. You will then have up to 10 minutes of question and answer time. If you haven’t already, please ensure you “join the meeting” by pressing the green button on the right prior to beginning this exercise. Please ensure that you keep your video on and that you are visible throughout the exercise. This is to ensure that you are completing the exercise independently. You do not need any prior technical knowledge to complete this exercise, although you may feel that to carry out this exercise you have to make additional assumptions or draw on your understanding of local government. Due to the scale and investment, this is a high-profile project that has and will generate significant public interest throughout. The council is currently divided in their views, while some members are enthusiastic about its potential, others share the anxieties expressed by residents. The committee will be meeting early next week and we must review all the information related to this planning application. I would like you to focus all your attention on creating a comprehensive briefing to share with me. I have provided you with all the essential information you need to get up to speed and prepare for the briefing. I am keen to hear your thoughts on whether this should be approved or refused planning permission evaluating both these options fully. It is important that this decision is in line with the National Planning Policy Framework (NPPF) which I have attached to this email. I would like you to deliver your briefing to me initially, but this will be great practice for you to take this to committee in the future as you excel in the role. I will then use your briefing to present back to the committee next week. Remember, it is crucial to identify and outline specific conditions/non-negotiables that TheraNovo would have to agree to for the project to benefit all.
